Deutsche Telekom, Orange, Telefónica and Vodafone have signed a letter of intent saying they are considering a joint bid for spectrum. The spectrum would support European direct-to-device satellite service in competition with SpaceX's Starlink.

The four carriers say they would handle the ground infrastructure. A separate satellite partner, not yet announced, would provide the constellation.

The operators say the initiative aims to meet demand for universal coverage in underserved areas, strengthen the resilience of public networks, protect critical communications and support the development of a European constellation. They plan to establish key ground network infrastructure, along with coordination and monitoring functions, in Europe.
